Billy Phenix served as environmental and natural resources policy director for Governor Rick Perry in 2001. A 1995 graduate of the University of Texas Law School, Phenix began his legal career under Lieutenant Governor Bob Bullock, where he worked as a special assistant on a variety of issues with emphasis on transportation, general government and stadium financing. Upon Bullock’s retirement, Phenix worked for Senator J.E. “Buster” Brown and as general counsel to the Senate Natural Resources Committee. After working for the committee, Phenix was an associate of the law firm Akin, Gump, Strauss, Hauer and Feld, L.L.C. as a public finance attorney. Billy Phenix now works as a consultant and lobbyist on any number of issues affected by state government. Recently, Phenix was named “top five lobby star to watch” by Capitol Inside’s Texas Lobby Power Rankings (January 2006). Phenix has lived in Austin for most of his life and is deeply committed to the Austin community. He is a founding member of the Young Austin Steering Committee for the University of Texas Law School, a member the Texas Ex-Students Association and former board member of the Austin Chapter of the Coastal Conservation Association. He is also an avid fisherman and a complete hack of a golfer.
